Committee reviews road ratings, seal coating and County Road 0 schedule; grant funding noted through 2028

County highway staff summarized recent pavement maintenance and road-condition ratings and updated the committee on the County Road 0 repaving project schedule.
Staff reported completion of the season’s seal coating work on several county routes, including the County Road 0 intersection near the QuickTrip and Walmart, County Road Y, and County Road U (from County Road E to the Vernon County line). Major monthly bills reflected large items for payroll and truck purchases; staff noted a single large check of about $165,001.57 for a tandem-axle truck currently at Truck Country awaiting body build decisions.
Staff presented a road-rating spreadsheet that uses a 1–10 scale — 10 meaning like-new pavement and 1 meaning the worst condition. The spreadsheet showed many segments rated 4 or 5 and identified three priority grant projects already applied for through the state’s local program: County Road F (funding available through 2028), Schauff Lane/County Road N (drainage/substructure work), and County Road 00 (two segments requiring work by 2028). Staff said the most recent ratings were from 2024 and that the county conducts its own ratings annually; state ratings occur every two years.
On County Road 0, staff said Frontier’s work delayed some segments but that Frontier will bear the costs associated with its delays and that the county has submitted change orders to state grant programs when needed. The county’s blacktopping for County Road 0 remains scheduled to be completed by Oct. 31; staff said if weather prevents full paving the crew would install a base lift to protect the roadway until spring.
Committee members asked whether the cemetery retaining wall on County Road E was the county’s responsibility; staff replied the retaining wall is in the county right-of-way and was originally installed by the highway department, so repair is the department’s responsibility.
Staff recommended committee members review the shared road-rating folder as materials are updated and monitor grant deadlines and state requisition returns that affect cash flow.
