Crook County staff proposed changing the landfill’s organizational chart to create a solid-waste director position above a new landfill operations manager, and commissioners heard the proposal during the Sept. 17 meeting.
County staff said the change is intended to separate regulatory compliance, budgetary responsibilities and broader solid-waste planning from on-the-ground daily operations. Jackie Davis, landfill manager, told the board the operations-manager position would be focused on day-to-day tasks: waste flow, equipment issues, staff supervision, safety and routine public interactions.
The county said the reorganization stays within the landfill’s current budget by replacing a previously budgeted recycling‑tech position with the proposed roles. County staff described the change as a reallocation of existing personnel resources rather than a net increase in the county’s payroll for the landfill fund.
Commissioners expressed support for creating a management position that maintains on‑site leadership while allowing a director-level position to focus on regulatory and planning issues. No formal motion was required or made; staff indicated the change would be implemented through administrative personnel processes and that the board was being notified for public transparency.
The proposal does not alter statutory permit or compliance obligations for the landfill; staff said the director role will strengthen the county’s capacity to track and respond to evolving state regulatory requirements.
