Enid Public Schools board approves pay-scale fix for pending-certified teachers, partnerships and cybersecurity pilot

Enid Public Schools trustees on Monday approved several personnel, partnership and funding items during a regularly scheduled board meeting.
The board unanimously approved a motion to pay classroom employees who have submitted documentation for emergency or pending certification on the district’s adjunct pay scale until the State Department of Education finalizes their certifications. Superintendent Dudley Darrow told the board the State Department canceled an August certification meeting, delaying approvals; he said the district sought the adjunct-scale payment so affected employees would not suffer financially while the state processes applications. “This is through no fault of their own. This is all the mess at the capitol,” Darrow said. The motion passed in roll-call votes recorded as affirmative by trustees who responded during the tally.
Trustees also approved a contribution of up to $35,000 to the YMCA to help the YMCA purchase two golf simulators to be housed at the YMCA’s new Willow facility. The district and the YMCA plan a memorandum of understanding to ensure Enid Public Schools students would have first right of use. A board member who identified themself as a YMCA employee abstained from the vote; other trustees voted in favor.
On budget and finance items, the board approved the district’s August financial report and adopted the FY26 annual estimate of needs. The estimate sets appropriations and millage and included these figures presented to the board: general fund appropriation of $98,314,363.78; building fund appropriation of $5,468,077.17; and a sinking fund total of $12,264,764.58 (the sinking fund millage was described at about 32 mills). Finance staff noted the sinking fund repayment schedule includes previously refinanced bonds and recent security and device-bond obligations.
The board approved a joint facility-use agreement with Enid Sports Association granting district access to the Advanced Soccer Complex for the 2025–26 school year at a cost of $25,000.
Trustees also approved Resolution No. 685 to participate in the Schools and Libraries Universal Services cybersecurity pilot program for funding year 2025–26. The pilot will be administered through E-rate partners; the total project cost cited was $218,200 over three years with an E-rate eligible portion of $196,380 and a district share of $21,820. District staff said the district’s estimated annual cost would be roughly $7,000 and characterized the work as enhanced monitoring and security layered on top of existing protections. The district named United Systems and “uncommon x” (as stated in the presentation) as the providers for the pilot.
Other personnel items approved included routine consent-agenda items (consent items 1–7), personnel appointments listed on the meeting exhibit, and adjunct instructor status for listed individuals authorized by the Oklahoma State Department of Education. The meeting also included nonbinding administrative notifications of reassignments, retirements and resignations.
Motions and roll-call votes were recorded for each approval in the meeting minutes; the board did not send any item to executive session and adjourned after final personnel approvals.
