Commission revises planned-unit-development procedures to align with state law; preliminary and final plats to be administrative

The Kane County Commission on Sept. 16 adopted Ordinance 2025-26 amending Chapter 20 of the Kane County Land Use Ordinance to revise procedures for applying for planned unit developments (PUDs). The changes were prompted by recent experiences with long-running projects and by changes in state law, county staff said.
Shannon, the county planner, told commissioners that the revisions keep concept and overall plan review with the Planning and Zoning Commission but move the preliminary-plat and final-plat approvals to an administrative level. Shannon said the change is intended to ensure consistency with state code and to simplify processing for projects that may return to the county years after an initial zone change.
Commissioners unanimously approved the ordinance. The county attorney raised no objections and commissioners thanked staff for the revisions, noting the practical need to adapt county procedures after state law changes. The ordinance will be codified as Ordinance 2025-26.
