The Goleta City Council on Sept. 16 adopted a resolution establishing temporary on‑street parking restrictions in the Isla Vista area for the 2025 Halloween period.
City staff presented two alternatives after reviewing trends and hearing from law enforcement and UCSB: (a) do not implement temporary parking restrictions this year because the university scheduled student‑only programming the weekend before Halloween and county ordinances have reduced large-scale gatherings; or (b) proactively implement parking restrictions to mitigate potential disturbances. Staff and the sheriff’s office indicated recent years showed pre‑Halloween weekends drew more activity than the Halloween weekend itself and that enforcement was focusing resources on Deltopia, but council elected to proceed with restrictions.
UCSB confirmed student programming will occur Oct. 24–25 (the weekend prior to Oct. 31). The university and Isla Vista community partners indicated family-oriented and small community events will occur on Halloween weekend, and UCSB offered to coordinate fencing or complementary measures if the city implements a permit program.
Council debated both options; some members expressed confidence in law enforcement’s assessment and a desire to avoid sending mixed signals year to year, while others preferred the precautionary approach. By roll call vote the council adopted the resolution to establish temporary on‑street parking restrictions for the 2025 Isla Vista Halloween event.
Council directed staff to implement the temporary restrictions and to coordinate with UCSB, Isla Vista community partners and law enforcement on messaging and operational details.
