Members of the Stoughton Building Committee reported that the town finance committee indicated it will recommend borrowing on a 20-year term for the school project and that town officials typically authorize a larger bond authorization and borrow in scheduled tranches.
A committee member said the finance committee’s recommendation would be presented ahead of a town meeting warrant item; the finance committee is meeting later in the month and will discuss borrowing terms. Project staff explained that the town often “floats” a larger bond authorization (discussed in the meeting as $65,000,000) and then borrows as needed in tranches (a speaker described an initial tranche of roughly $20,000,000 and additional scheduled borrowing later). Project staff cautioned that the specific amounts to be borrowed will depend on reconciled contractor estimates and value-management work.
Committee members encouraged clear communication with FinCom and said they can tell FinCom the project will not exceed the committee’s authorized budget but that the committee cannot yet present a reconciled final cost until contractor estimates are reconciled in late September/early October. Speakers noted the town’s finance director and Hilltop Securities materials that have been shared with project staff and emphasized that the building committee must work within the accepted budget authorization.
No formal vote on borrowing terms was taken by the building committee during the meeting; committee members discussed outreach to FinCom and preparing materials that FinCom members can review at their scheduled meetings.
