She described that figure as a minimum because mortgages where the amount is unclear (for example, joint mortgages) were excluded from the calculation.
Commissioners asked for context and noted the county has experienced prior budget shortfalls; Mangas and finance staff placed the figures in the context of potential year-end effects depending on interest rates and refinancing activity.
