Staff said the development meets Title 9 preliminary‑plat criteria and noted a narrow, intermittent wash with a mapped 100‑year floodplain and a National Wetlands Inventory designation in older maps; staff advised that any work affecting wetlands or floodplain would require coordination with appropriate agencies and permits. The commission approved the preliminary plat conditioned on standard items: a title report for final plat, written approval of the roads by the Duchesne County Fire Marshal for WUI compliance (turning radii, slopes, driving surface), any state-required stormwater permits, and UDOT access/approach permit if required for the subdivision access.
The developer representatives said they will coordinate with UDOT and the fire marshal and confirmed there is road access to every lot; the commission approved the preliminary plat and will forward the variance recommendation and the preliminary‑plat approval to the county commission for final phases of review.
