At the Sept. 9 meeting, the council considered a series of sworn statements and complaints submitted by a resident, Jeffrey DeGabriel, alleging misconduct by several city officials and council members. Council reviewed each submission and, after discussion, voted to find no merit and dismissed the charges.
The charges reviewed included allegations against the city attorney (Caroline Bridges), the city manager (Randy Scholes), the city clerk (Kathy Smith), the police chief (Chad Radebaugh), and multiple council members. For each named individual the council moved to dismiss the respective 11-700 (misconduct in office) charge and recorded a voice vote finding no merit; the chair read each complaint and the motions were made to dismiss. The transcript records repeated procedural motions and voice votes of “Aye” to dismiss for each complaint.
Council members emphasized that the process for handling complaints followed the city’s ordinance procedures and that the council was voting on merit determinations presented at the meeting. The clerk and mayor administered the procedural steps in sequence.
No disciplinary actions or ordinance amendments resulted from the votes; each complaint on the docket was dismissed for no merit as recorded in the minutes.
