Staff presented the application as a permitted conditional use in the A‑5 zone and recommended approval with conditions, including: obtaining and maintaining a Duchesne County business license; maintaining driveways and parking as dust‑suppressed surfaces; compliance with county noise and nuisance codes; removal of junk and litter; meeting Wildland Urban Interface (WUI) driveway/road standards as confirmed in writing by the Duchesne County Fire Marshal; and obtaining any necessary Utah Department of Transportation access/approach permits for the state highway approach.
Applicant Carly Walker told the commission she would coordinate with UDOT for the access approach permit and with the fire marshal on any WUI requirements. There were no public opponents at the hearing. A commissioner moved to approve the permit subject to the recommended conditions; the motion passed unanimously.
The approval requires the applicant to provide written evidence of UDOT approach approval if required and to secure any WUI/fire‑marshal sign‑off before commencing commercial operations. Building and other permits will be required prior to construction or placement of structures.
