Commission opens CAPER public hearing and approves multiple contracts, tax register and consent items

At its Sept. 16 meeting the Davis County Commission opened and closed a public hearing on the 2024–25 Consolidated Annual Performance and Evaluation Report (CAPER) for HUD Community Development Block Grant activities, and approved several contracts and routine items including a $13.77 million pass-through amendment for behavioral health services.
The Davis County Commission opened a public hearing Sept. 16 on the county’s 2024–25 Consolidated Annual Performance and Evaluation Report (CAPER) for Community Development Block Grant (CDBG) activities and closed the hearing with no public comment.
Ryan, a grants staff member in Davis County Community and Economic Development, told the commission the 2024–25 program funded eight projects totaling $849,464 and assisted 3,208 low- and moderate-income individuals. Projects listed in the CAPER summary included a foundation stabilization project in Woods Cross; a bathroom remodel at the South Davis Senior Center; a home rehabilitation project with Habitat for Humanity; a waterline project with the South Davis Water District; four loans through a homeownership assistance program; and funding for Safe Harbor Park and Open Doors landlord–tenant mediation.
During the same meeting the commission approved an amendment to contract 2025-0484 with the Utah Department of Health and Human Services, a pass-through totaling $13,768,420, to support provision of mental health and substance use disorder services via Davis Behavioral Health for the period beginning July 1, 2025 through June 30, 2026.
The commission also approved a multi-year professional services contract for property appraisal work for the Board of Equalization, beginning Sept. 12, 2025 and running through Dec. 30, 2030, with the contractor listed as Professional Appraisal Firm LLC, Esther Martinez (as presented in the agenda). Chief Deputy Arnold Butcher presented an amendment to the jail’s food services contract that staff said includes a requested 3% increase; the amendment retroactively applies to March (date stated in presentation) and extends the contract to February 2027.
Commissioners approved the property tax register and assessor adjustments: bills totaling $866,579, 19 abatements/corrections for $42,667.75, and assessor corrections totaling $2,376,030. The commission also moved to postpone agenda items 9 and 10 until further notice.
Other consent items and routine minutes approvals were adopted as presented; the commission recessed briefly to the Board of the Utilization (per the agenda) and later reconvened to conclude the meeting.
No substantive public testimony was recorded during the CAPER hearing. Staff said the CAPER will be submitted to the U.S. Department of Housing and Urban Development (HUD) following the process outlined in the grant program.
