Rosebrier/Harmon residents press council for fixes after repeated basement flooding

Residents from Rosebrier Street and Harmon told the council on Sept. 15 that recurring street flooding has led to basement backups and property damage, including a July event they said produced sewer water in basements.
David Masha and neighbor Martin (last name on record) said the street floods “at least once a year” and described instances of several inches of sewage-contaminated water in basements. Commenters said they had photographic and video evidence and, in one case, reported about $40,000 in damage that insurance did not fully cover.
Council members and staff responded that the city maintains storm and sanitary infrastructure and that some streets have restrictor devices designed to limit stormwater inflow to the sewer system and reduce basement backups. Staff asked the residents to provide contact information and agreed to set up a meeting with the city’s public-works director and relevant staff to review the site, historic permits, storm-sewer connections and possible short- and long-term fixes.
City staff said the primary objective in these situations is to keep stormwater out of basements, and described options such as restrictor plates, inspection of storm-to-sanitary cross-connections, grading adjustments and localized drainage improvements. The council did not vote on any specific remedy at the meeting and said staff would schedule a technical meeting and follow up with the residents.
