The Urban Redevelopment Agency voted to advance a proposed redevelopment plan for 330 Forest Parkway as the first site in a planned URA boundary expansion.
Staff told the URA that TSW, the agency’s consultant for the boundary expansion, has finalized design work for the site except for one corner parcel the agency does not yet own. Staff said TSW will submit an updated concept plan in about two weeks and then produce 3‑D renderings for one more review before returning the project to the URA for final approval.
The vote to proceed with 330 Forest Parkway was an internal URA decision; staff and the agency emphasized the next formal step is presentation of an updated strategic plan and resolutions to city council. An attorney for the agency was asked to prepare appropriate resolutions for council consideration. Staff said, depending on final plan timing, the project could go before mayor and council in October, and more realistically in November or at the first meeting in December.
Staff described two concept options: a base plan excluding the corner parcel that the URA does not control, and an alternate concept that includes the corner if the URA secures the property. The design tweaks include changes to the townhome layouts and a Cottage Court element intended to fit the city’s urban village overlay.
During discussion a member asked for clarification about the corner lot and whether the URA should discuss acquisition options in executive session; staff said that could be addressed later if needed. Staff also said final approvals will include a strategic plan update required for the formal boundary expansion.
The URA presentation tied the boundary change to the agency’s stated goal of addressing blight in the proposed expansion area. No council vote has yet occurred; city council approval is required before the URA’s boundaries change.
Staff said they would provide periodic updates to the board as plan reviews and renderings move forward.
