Council forwards amendment to Foley and National Road PUD for Lincoln dealership to second reading

On Sept. 15 the Vandalia City Council voted 7-0 to approve Ordinance 25-23 on first reading, forwarding a major amendment to the Foley and National Road planned unit development (PUD) for consideration at a required second reading.
City Manager Althouse told council the applicant — represented by Sean Olsen of Vancon on behalf of Bow Townson Lincoln — requested a major amendment and revised final development plan for property at 55 Foley Drive to allow structural alterations and a change of use. Planning Commission review concluded with a 3-0 recommendation in favor of the amendment.
Councilwoman Farris moved to approve the ordinance on first reading, and Vice Mayor Blakesley seconded. The roll call vote recorded seven yes votes and no dissent.
Althouse summarized the request to the council: the amendment would allow “significant structural alterations and a change of use for the property at 55 Foley Drive” to permit a Lincoln dealership, he said. The applicant’s representative was on hand to answer questions; no substantive public opposition was recorded at the meeting.
Because the vote on Sept. 15 was a first reading, the ordinance will return for a second reading in October, when council will take final action. The Planning Commission action and the applicant’s materials are part of the record and will be provided in the packet for the second reading.
