Daggett County MBA approves $70,928 partial change order to keep waterproofing for new clinic building

The Daggett County Municipal Building Authority on Sept. 16 approved a partial acceptance of Change Order No. 2 to retain the membrane waterproofing system for the Daggett County Health, Business and Community Center clinic foundation, authorizing $70,928 for the waterproofing work to avoid delaying foundation pours.

Board members approved the partial change order by voice vote after staff reported the foundation walls were scheduled to be poured Thursday and that delaying a decision could slow the project. Jesse, a project staff member, said the contractor had submitted correspondence and that the manufacturer recommended keeping the membrane system as bid. "The recommendation, is to leave the membrane system, as bid in change order number 2," a meeting participant stated during the discussion.

Jesse told the authority the alternative — modifying the waterproofing to a different system — was explored but that the manufacturer and contractor argued the membrane system was necessary given the amount of water discovered at the site. Jesse later specified the waterproofing portion of Change Order No. 2 at $70,928. A member then moved to approve a partial acceptance of Change Order No. 2 limited to foundation and related waterproofing work; another member seconded the motion. The motion passed on a voice vote. "I saw waterproofing aspect for the amount of $70,928," Jesse said during the vote.

Authority members framed the vote as a narrow, time-sensitive approval to allow crews to proceed with waterproofing and foundation work and as a partial approval while the broader change order remains under review. Meeting material described the work as foundation membrane system and roll-on mastic waterproofing.

The action allows the contractor to proceed with the waterproofing portion of the clinic contract immediately; the broader change order will be finalized subsequently.
