Select Board approves updated open-space and recreation plan; submits to state for final approval

Charlton’s Select Board unanimously approved an updated Open Space and Recreation Plan (OSRP) on Sept. 9 and authorized a town letter of support to accompany the submission to the Massachusetts Division of Conservation Services.
Tarou (principal planner, Central Massachusetts Regional Planning Commission) presented highlights of the OSRP and described the community-outreach process. CMRPC staff and a local open-space committee inventoried public and private open spaces, analyzed natural resources (wetlands, watersheds, habitat), and ran a community survey that drew more than 600 responses. The draft plan includes a 10-year action plan addressing land protection, water-resource management, recreational access, trail connections and improvements to fields and playgrounds.
Select Board members asked procedural questions and directed staff to draft the required letters of review from the Planning Board, Conservation Commission and Recreation Commission. The board voted unanimously to approve the plan and to submit it to the state; CMRPC will address any state comments and resubmit for final approval.
Ending: The approved plan makes Charlton eligible for state conservation and recreational grant programs once the Division of Conservation Services grants final acceptance. The board thanked the committee and CMRPC for their work.
