The Town of Lakeville Planning Board continued its review of a proposed two-lot definitive subdivision at 92 Holland Road to Sept. 25, 2025, while the applicant and staff finalize conditions and outstanding waiver requests.
Engineers from Zenith Consulting Engineers, led by Bob Forbes, told the board they had addressed most peer-review comments and had obtained sign-off from the state natural-heritage reviewer on a small area of endangered-species habitat found on site. Forbes said the project team performed a turning-radius analysis to demonstrate emergency-vehicle access after the Fire Chief requested that review; the team also added no-parking signs on both legs of the new roadway and adjusted the stormwater basin to reflect updated rainfall data.
Board members and staff discussed several standard conditions the board frequently applies to subdivisions: Board of Health and conservation reviews, a stormwater pollution-prevention plan (SWPPP) condition, homeowners association documents recorded before construction, language prohibiting future road extension, and end-of-driveway lighting. The applicant agreed to provide HOA documents and a standard-conditions template for staff to draft conditions.
Several nearby residents spoke during public comment. Tim McKeown and other neighbors raised concerns about the potential for grading and additional driveways to alter a ravine and culvert that cross their properties, and asked that the board ensure the road would not be extended in the future. The applicant and the board agreed to include a condition that the roadway remain private and not be extended without board approval.
The board and applicant also discussed street-numbering and signage so emergency responders and visitors will find the readdressed properties; staff said street numbering is handled by the Building Commissioner and recommended a condition tying required signage to Building Commissioner or Fire Chief requirements.
After discussion, the board voted to continue the hearing to Sept. 25, 2025, allowing staff and the applicant to circulate draft conditions addressing peer-review comments, vegetation/landscaping, snow storage and the HOA agreement.
