The Quincy Zoning Board of Appeals denied an application for a residential short‑term rental permit at 114 Curtis Ave on Sept. 9, 2025, after neighbors and the board raised concerns about non‑owner occupancy, parking congestion and property management.
Applicant Bao (Bao) Tran asked to operate a two‑bedroom short‑term rental in one unit of a two‑family house. Tran said his mother occupies the other unit and that the property had been difficult to rent as a long‑term unit. The board noted the property had been represented as owner‑occupied during prior permitting work and questioned whether the current arrangement met the short‑term rental rules.
Several nearby residents described problems during the property’s lengthy renovation period, including periods of construction inactivity and site maintenance issues; commenters also said Curtis Avenue is narrow and heavily parked, increasing safety concerns for children. Ward 2 City Councilor Richard Ash told the board he had heard from residents worried about congestion and enforcement difficulties with short‑term rentals.
Board members cited the applicant’s absence from the property and neighborhood opposition in denying the special permit; the board made a motion to deny the application and the motion carried on a voice vote.
