Commission approves recommendation for architectural amendment at Commercial Flat F Lot 607 to accommodate Sephora storefront

The Saratoga Springs Planning Commission on Sept. 11 unanimously recommended approval of a major site-plan amendment for Commercial Flat F Lot 607, at a unit in the Plat F shopping center, to accommodate a national Sephora storefront.
Senior planner Gina Grandpre presented the application for Thomas Linhardt, noting the change arose when staff reviewed the tenant-improvement building permit and found the approved elevations did not match the tenant’s requested storefront features. The change affects the eastern end unit of the building in the TJ Maxx-anchored strip and consists primarily of modest elevation and color adjustments to match Sephora’s branded storefront.
“While we were reviewing the tenant improvement … we noticed that the elevation didn't meet what was approved,” Grandpre said. She told commissioners the change is limited — largely a color swap from lighter tones to darker licorice accents and a small storefront projection — and that staff evaluated the elevations for the entire section of building before recommending approval. Commissioner Kern asked about a referenced pending ordinance; Grandpre said, after review, the building meets the pending ordinance’s elevation and facade requirements.
Commissioner Mann moved to forward a recommendation for approval with the findings and conditions in the staff report; Commissioner Kern seconded. The motion passed unanimously.
The amendment is procedural in nature — an architectural/elevation amendment tied to a tenant fit-out — and staff said it meets the city’s current design requirements. Final approval and any building permits will proceed through the standard review and permitting process.
