The City Council voted unanimously Sept. 16 to adopt amendments to Title 3 of the city code that formally codify the city’s GRAMA (Government Records Access and Management Act) policy and align local procedure with state statute.
City staff explained the ordinance (25‑64) places the existing GRAMA policy into city code, adopts relevant state statute by reference, and delegates authority to the city manager to adjust records retention schedules as recommended by legal counsel. The update also extends the time to respond to appeals from five to ten days, matching state timelines, and names the city manager as the chief administrative officer for GRAMA appeals.
Councilman Wadman and others noted the change primarily formalizes current administrative practice. The motion to approve the ordinance passed unanimously. Vote: Wadman — Aye; Wilden — Aye; Barton — Aye; Macomber — Aye; Karn — Aye. Motion passed unanimously.
City staff said the changes are procedural and will not alter public access rights beyond aligning with state law.
