Council opens discussion on term limits; staff will research legal constraints

Term limits for elected officials drew extended discussion at the Sept. 16 Royce City Council meeting, prompted by public comment and a council-initiated review.
During public comment Kevin Homer and Ty Chaston expressed support for term limits and recommended that elected positions—rather than appointed staff—should be subject to limits. The mayor and several councilors described the idea as a way to bring new ideas to city government while noting practical and legal questions.
Mayor Randy Dandooy said the question of term limits raises substantive legal and practical issues and asked staff to research the state-law constraints and whether a municipal ordinance or charter change would be permissible. City Attorney Matt Wilson said he would research the interplay between municipal authority and statutory qualifications for elected office. "I need to do some more research," Wilson said.
Council members suggested polling residents or including the question in future outreach if the legal review indicates it is permissible. The council did not vote on policy; staff were asked to report back with legal guidance and options for next steps.
