Royce City Council adopts county mitigation plan, approves rezoning and clears consent items

At its Sept. 16 meeting the Royce City Council voted to adopt Weber County's 2024 pre-disaster mitigation plan, approved a zoning map amendment enabling a 22-unit townhome project and approved routine consent items including June and July financial statements and surplus vehicle sales.
The Royce City Council voted on two formal items and approved its consent agenda during its Sept. 16 meeting.
On a roll-call vote the council approved Resolution 25-25, to adopt the Weber County Pre-Disaster Mitigation Plan for 2024. Chief Williams, who presented the plan and a one-page fact sheet to councilors, described the document as a framework to make the city eligible for federal mitigation grants and said, "this is not an emergency operations plan. It's purely a pre-disaster plan." The resolution passed by unanimous roll call.
The council also approved Ordinance 25-15 to rezone a 1.7-acre parcel west of 1900 West and near 4550 South from R-4 (multifamily residential) to a newly considered R-5 zone that allows higher density. The rezoning clears the way for a developer proposal for 22 townhouse units on the site.
In a single motion the council approved the consent agenda, which included acceptance of the June and July 2025 financial statements, surplus vehicles and equipment, and various minutes and routine appointments.
Council members conducted the votes by roll call; all recorded votes on the resolution and the ordinance were recorded in favor, and the consent items were approved by voice vote.
The council will maintain public records of the votes and paperwork for both the resolution and ordinance. No final action taken in the closed-session portion of the meeting (which followed) was announced during the open meeting.
