Pleasant Grove City Council approves ground lease for cell antenna at Manila Park

The Pleasant Grove City Council on Sept. 16 approved a resolution authorizing the mayor to sign a ground lease with New Singular Wireless to install a wireless communications antenna on a light pole at the Manila Park baseball fields.
City staff told the council the antenna will be mounted on a field light to reduce “visual clutter” and that the company will be responsible for maintaining the leased equipment and coordinating with park staff to avoid interrupting baseball activities.
Tina, a staff member, described the project to the council: “The cell tower will be on a light pole that is used to light the baseball field, so the visual, clutter will be reduced because it'll just look like a light pole.” She said the lease requires the company to maintain the equipment and coordinate with staff, adding that “they must coordinate with Dion, Giles in order to not interrupt any of our baseball, activities that we have out there.”
Tina also summarized business terms in the proposal: “The term is for 5 years with 4 automatic 5 year renewals, and they will pay us $4,000 to enter into the agreement.” She noted the annual lease fee “will start out at $30,000 and increase by 4% each year.”
Council members asked no substantive technical questions during the discussion. The resolution was moved by Councilmember Limon and seconded by Councilmember Williams. The council recorded five yes votes: Councilmember Anderson, Councilmember Jensen, Councilmember Ramon, Councilmember Rogers and Councilmember Williams. The motion passed.
City staff said the proposed lease follows a template developed with other Utah County city attorneys to standardize terms across municipalities and to avoid low initial offers by providers. The lease also clarifies that the city retains ownership of the light pole while the company owns the equipment placed on it.
No public hearings or public comments were recorded on the item at the meeting. The resolution authorizes the mayor to sign the ground lease; the effective date was not specified in the council discussion.
