Engineering update: parkway nearing completion; reservoir, sewer and trails moving forward

Engineering staff provided a multi‑part construction update for projects in and near the Firelight planning area.
Darren, an engineering staff member, said the bypass road is open and the parkway contractor expects to finish major work (striping, overlays and tie‑ins) by October, with a few remaining drainage items extending a short period beyond that. UDOT is coordinating speed‑limit signage: staff requested a 40 mph transition at the bridge and said they expect the change to be in place within days.
On water infrastructure, Darren showed photos of reservoir excavation and liner work and said contractors are importing clay from a nearby pit to line the reservoir. He described a dam built up roughly 45 feet and said the borrow site provides basalt rock used in dam construction. He also showed the location of a 2,000,000‑gallon tank relative to the reservoir.
Darren noted building permit activity is increasing in Firelight phases 1 and 2 and that utility installation (including a sewer trench tied into existing manholes at the frontage road) is underway for Boulder Ridge. He said trail and sidewalk requirements are being enforced where they are public frontages; private street frontages will use different standards per the development agreement.
Staff offered to answer detailed follow‑up questions and said they will continue to monitor construction timing and utility coordination with developers and UDOT.
