The Quincy City Council voted unanimously on Sept. 15 to adopt an order allowing the city to waive dog-license fees for residents aged 70 and older, using the authority granted in Massachusetts General Laws Chapter 140, Section 139C.
Councilor de Bono presented the measure and read the relevant state provision into the record, saying the exemption is permissive at the local level and “no fee shall be charged for a license ... owned by a person aged 70 years or over in a city or a town that accepts this provision.” She tied the proposal to recent work at the city animal shelter and to efforts to encourage pet adoption.
Councilor de Bono moved to approve the order; Councilor McCarthy seconded. The council recorded a unanimous roll-call vote in favor of the order.
The action does not change other licensing rules or the authority to require registration; it implements a state-authorized local exemption for qualifying older residents. The council recorded the vote as Order 2025-109 under the referenced state law.
