The City of Quincy Board of License Commissioners on Sept. 16 approved amendments to the on-premises all-alcohol restaurant license for RKOQ Inc., doing business as the restaurant at 227 Parkway. The application sought three changes: reinstating the prior manager of record, updating offices and directors, and changing beneficial ownership details.
Attorney Joseph Wang of Rich May, P.C., presented the application. He said the amendment would reinstate Cindy Lau as manager of record at the location after a recent internal reorganization had named a different manager. “This application is just for multiple amendments seeking to accomplish 3 things. First, changing the manager of record back to Cindy Lau,” Wang said. He also explained the company was updating its corporate filings to reflect that Xu Yipe would no longer be a stockholder, officer or director at the applicant company.
The board heard a summary of the premises’ size and layout: the two-story restaurant was described as approximately 23,500 square feet total, with the first-floor restaurant area roughly 7,500 square feet and a lower level of about 16,000 square feet that includes a roughly 5,000-square-foot karaoke room and a 3,500-square-foot function space. The application named the proposed manager as Sinyu Lao (recorded in the filing). Attorney Wang said the filing reflected the company’s internal decisions about who would be based at the location.
A board member moved to approve the request; a second was recorded. The board voted in the affirmative by voice vote; no roll-call tally was read into the record.
