Asset management: Willow Valley project permitting underway, general contractor bids out; town aims for June completion target

Karen Kesey, director of asset management, updated the board on Sept. 10 on the Willow Valley project, saying design work is complete, permitting is underway and the town has gone to bid for a general contractor.
Kesey said the project team has been on site multiple times and that staff plan to monitor progress closely because the project has high public interest, especially among senior stakeholders. When asked by commissioners when earth-moving would begin, Kesey declined to give a firm start date and offered to return with a clearer schedule: "I don't. I don't wanna give you a bad answer, so I'm happy to come back to you with the right answer," she said.
Kesey told the board the team is "very sensitive to the end date" and will notify the board and public promptly if the schedule becomes at risk. She said the town is developing a regular reporting system for both board members and the public to provide frequent updates on permitting, procurement and construction milestones.
Commissioners emphasized they need dates to respond to community questions. Kesey said the town is targeting a June completion date and will provide more precise start and milestone dates when the permitting and procurement steps allow.
