Greenville council approves four annexations for warehouse, apartments, church and hotel sites

The Greenville City Council on Sept. 11 approved four separate ordinances to annex parcels across the city for commercial, residential and institutional development.
City planner Chris Kelly told the council the first annexation (ABI Investments, LLC) involves 18.817 acres at the terminus of West Star Street in the Swift Creek watershed and is expected to yield about 42,000 square feet of warehouse space with an estimated tax value of $4,000,000. Kelly noted that because the property lies in the city’s extraterritorial jurisdiction (ETJ), under “section 6 of GEC’s charter” sanitary sewer service could be provided even if the annexation were denied. Council approved the ordinance by voice vote (motion passed 5-0).
A second annexation (Bill the Fork Village) covers roughly 5.753 acres adjacent to Old Fire Tower Road; Kelly said the site is in the Fort Swamp watershed, would require 25-year stormwater detention if rules apply, and is anticipated to yield about 70–72 multifamily apartment units with an estimated tax value of $14,000,000. Council approved the ordinance 5-0 after a brief staff presentation and no public comment.
The council approved a third annexation for Christ Hope Church LLC, a 14.35-acre tract along Charles Boulevard south of Thackeray Road. Kelly said the property is in the Meeting House Branch watershed, would require 25-year detention if stormwater rules apply, and is anticipated to yield a 25,000-square-foot place of worship. The ordinance passed 5-0.
The fourth approved annexation covers 1.5661 acres at the northeastern corner of Stansburg Road and Gateway Drive (Gateway West LLC). Kelly said the site is in the Greens Mill Run watershed and is anticipated to yield about 50,000 square feet of hotel space with an estimated tax value of $6,000,000. The council approved that ordinance 5-0.
In each case the council opened and immediately closed public hearings after no speakers came forward. Council discussion consisted of clarifying questions about zoning, stormwater detention sizing and site history (for example, the Bill the Fork Village site was described as a former mobile home park that had been cleared). No member of the public registered opposition at the hearings.

Councilmembers who were present for the votes (as recorded at roll call) included Mayor PJ Conley and council members Foreman, Blackburn, Scully, Robinson and Willis; Councilmember Daniels was absent. The meeting record shows voice votes and a final “motion passes 5 0” for each item.
The council’s actions do not themselves approve site plans or building permits; planners and applicants indicated engineering and stormwater requirements (including 25-year detention where applicable) remain part of the development review process.
