Staff described two ordinances: one to establish the connection district with a recommended fee of $5,500 per acre (staff recommended starting at that amount) and a second ordinance to apply a surcharge to sewer users inside the district. Staff said the user surcharge equates to a $1 increase on the availability fee and a $0.54 increase per 1,000 gallons of sanitary sewer usage. The combined revenue from the connection fees and the surcharge is intended to recover roughly $19 million (project cost cited by staff) over a 30-year horizon.
Public works staffer Dave said the trunk sewer is sized to serve the entire area, which extends beyond current city limits and includes territory the city may annex; development-driven branch connections may still be required. Staff asked the council to set the public hearing at the next meeting and to consider first reading of both ordinances at the second October meeting. Dave said staff would notify property owners and stakeholders and include the specific per-acre fee figure in outreach.
Council members asked clarifying questions about the funding mix and confirmed the surcharge is on both the availability fee and consumption rates. No vote on the ordinances occurred Tuesday; staff will set the hearing and return for readings per the proposed schedule.
