City schedules hearing to rezone Boyd Valley Apartments after buyer requests conformity

The Lamar City Council on Sept. 16 established Oct. 7, 2025 at 12 p.m. as the public hearing date to consider rezoning the Boyd Valley Apartments property at 110 Sixth Avenue Northeast from R-1 (single-family residential) to R-2 (multifamily residential).
City staff told the council the property is currently zoned R-1, which makes an existing multifamily use nonconforming and would require variances for rebuilding. THR Floyd LLC is in the process of purchasing the property and asked that the city rezone the parcel so the multifamily use will be a conforming use; the Planning and Zoning Commission approved the rezoning request at its Sept. 9, 2025 meeting.
Council members discussed how long the property has been nonconforming; staff said the nonconforming status likely dates back to the city's zoning adoption or when the property converted to multifamily use, and that the buyer wanted the rezoning to satisfy a lender requirement. The council set the public hearing for Oct. 7 and will consider the rezoning after receiving public comment.
Next steps: staff will publish notice for the Oct. 7 hearing and return the rezoning matter to council for a public hearing and decision.
