Council approves first reading to realign Beaver Creek TIF district boundaries

The Johnston City Council approved first reading of Ordinance 1143 on Tuesday to remove certain parcels from division of property taxes within the Beaver Creek urban renewal area.
City planner Josh told the council the ordinance aligns the TIF district with the underlying urban renewal area by removing a handful of lots—largely commercial parcels along 80th Street—that currently lie outside the urban renewal 'foundation' but inside the TIF overlay. Staff said the change is procedural and is intended to bring the TIF district into compliance with Polk County requirements; TIF collections for the identified lots would stop at the end of the year if the ordinance proceeds.
Staff asked the council to consider waiving the third reading to meet the county's filing deadline; Josh said that if council acts again on Oct. 6 as proposed, the city would be in compliance with county and state code. Council asked for a map; Josh agreed to provide a map with the second reading or to circulate it directly.
Council approved first reading without public comment. The roll-call vote for first reading recorded affirmative votes from Council members Coke, Evans, Martin and Ready; the motion passed.
