At the Sept. 9 Clinton City Council meeting, Police Chief Kevin Jerian announced multiple promotions in the Clinton Police Department and the swearing-in of two recently hired officers.
Jerian told the mayor and council the department promoted Brett Schwandt to captain, Casey (last name as recorded: Neumarch/DeMarce) to lieutenant, Paul Giuliani to sergeant, and Alice Kane to corporal. Chief Jerian said the newly promoted officers will assume supervisory roles in the department’s criminal investigations and special operations divisions.
The department also introduced and swore in two new patrol officers: Jordan Walters (assigned to patrol on the eighth shift) and Isaac Larkin (assigned to B shift after graduating the Iowa Law Enforcement Academy). Chief Jerian noted the new officers were supported in the audience by family members; several promotions included badge-pinning by family.
Why it matters: The promotions restructure parts of the department’s leadership and reassign supervisory responsibilities in the Criminal Investigation Division and special operations. Chief Jerian cited the promoted officers’ training and experience as reasons for the changes.
What was said: Chief Jerian opened by thanking families for their support and listed service histories and training for each promoted officer, including years of service and specialized assignments. The mayor administered the oath for each promoted and newly sworn officer. No council debate or objection to the promotions was recorded.
Ending: Following the swearing-in and a group photo, the meeting proceeded to the next agenda items.
