The Monterey County Board of Supervisors accepted the 2024 Consolidated Annual Performance and Evaluation Report (CAPER) on Tuesday, summarizing how federal Community Development Block Grant (CDBG) funds were allocated and spent under the county’s 2020–2025 consolidated plan.
Housing and Community Development staff reported that over the five‑year period the urban county allocated roughly $6.3 million in CDBG funds and completed a range of projects including public facilities, senior services and housing. Notable accomplishments in the latest year include completion of a 100‑unit affordable housing development, Greenfield Commons, and new sidewalks at Las Lomas.
Staff said the county has met HUD expenditure requirements and expended CARES Act (CDBG‑CV) funds for pandemic relief, including legal services for seniors. The board also heard that the county’s urban county grouping shifted slightly — Marina joined the urban county in the current program period while Del Rey Oaks departed — leading to a modest change in entitlement allocations.
Supervisor Askew moved to accept the CAPER and authorize staff to submit it to HUD; the motion passed without objection.
Why it matters: CAPER acceptance is a contractual requirement that documents how HUD funds were spent, and it provides public accountability for community development and housing programs funded with federal grants.
What’s next: Staff will submit the CAPER to HUD and begin implementing projects funded in the 2025 action plan, including park, accessibility and housing projects selected through the fiscal year 2025 notice of funding availability.
