Cass County commissioners approve jail AV upgrade, $30,000 health grant and accept Belton property deed; executive session scheduled

The Cass County Commission unanimously approved four agenda items on Sept. 10, including a contract to install security audio-video equipment in the county jail, a $30,000 grant agreement for the county health department, acceptance of a quick-claim deed from the City of Belton and a motion to hold an executive session under state law.

Resolution 25-91 authorized acceptance of a proposal from P1 Group, Inc., for installation of security audio and video equipment at the Cass County Jail. Staff reported the project will install computer screens for public-safety messaging and other displays; funding will come from inmate security funds (commissary sales and court fines), not from county tax dollars. The commission approved the resolution on a 3-0 vote.

Resolution 25-92 approved a grant agreement between the Cass County Health Department and the REACH Healthcare Foundation for $30,000. Health department staff member Matt said the grant contains no deliverables and is meant to support existing work; he said the county has received the foundation's grant in prior years as well. The resolution passed 3-0.

Resolution 25-93 authorized the county to accept a quitclaim deed from the City of Belton related to property identified in meeting materials as the "Therick Annex." Staff described the action as part of a process to acquire access to the property. The resolution passed 3-0.

Separately, the commission voted to go into an executive session citing Revised Statutes of Missouri §610.021 for "legal" and for personnel matters. Commissioners recorded roll-call votes in favor: Bob Houston, Jeff Fletcher and Mike Moreland each voted yes.

Each of the four actions was moved and seconded on the record and approved without further substantive debate.
