Polk County previews 2026 budget; commissioners weigh levy targets, Tri-County correction costs and MPO request

Polk County Administrator and staff briefed the board on the county’s preliminary 2026 budget, describing the format and highlighting a tentative recommendation to target a 5% levy increase as an initial framework for commissioners.
Staff cautioned that the Tri-County corrections partner expects a substantially larger levy request than previously forecast, and said ongoing negotiations could push Polk County’s levy higher unless other adjustments are made. The county administrator said staff will continue working through Questica entries and departmental requests and will bring a more specific preliminary levy figure to the board after additional review.
Commissioners discussed a new $15,000 assessment request from the Grand Forks–East Grand Forks metropolitan planning organization (MPO). Board members said they had not seen prior discussions of the charge and asked staff to return with detail on how the assessment is calculated and what Polk County would receive for its share; several commissioners said the MPO’s activities are dominated by Grand Forks and that Polk County’s benefit may be limited.
On personnel and operating items, staff noted cost-of-living increases, insurance adjustments and continued Questica conversions as drivers of budget changes. Commissioners were urged to consider whether one-time uses of fund balance or delaying capital projects could reduce 2026 levy pressure.
