The commission approved Change Order No. 1 to convert Bryant Road work to contractor-laid overlay, increasing construction cost by $100,154.19 to obtain a thicker overlay and free county crews for other work.
Cole County commissioners voted Sept. 16 to approve Change Order No. 1 to the 2025 asphalt overlay program, shifting Bryant Road work to a contractor and increasing construction costs by $100,154.19.
Public works staff said the change was driven by a cost comparison between in-house placement and contractor-laid asphalt. Contracted work will free county asphalt crews to perform other maintenance and provides a thicker overlay, which staff said should be a longer-term solution for the road.
"After doing some math... it just made more sense to have the contractor do the work versus our crews to free them up to do some other work for us," a public works representative said. The county characterized the change as swapping money within the overlay program and said the thicker lift will likely increase life span of the pavement despite higher per-ton costs.
A commissioner moved to approve and sign Change Order No. 1 to the 2025 asphalt overlay program; another seconded the motion and the commission voted in favor.
No contractor name, award amount for the original contract, or additional funding source was provided during the discussion. Staff said the decision involved moving existing overlay program funds rather than creating a new appropriation.
