Madison County supervisors approve appointments, precinct move, budget transfers and right-of-way compensation; grant modification draws lone no vote

The Madison County Board of Supervisors on Sept. 15 approved a slate of routine and contested actions, including board appointments, a polling-place relocation, budget amendments and interfund transfers, and two executive-session orders setting just compensation for right-of-way acquisitions tied to the Bozeman Road phase 2 project.

Appointments and reappointments approved on the consent docket included the appointment of Mallory Ladner to the Madison County Library Board and Steven Summers to the Mega Site Fire Board (motions by Supervisor Baxter; seconds by Supervisor Banks). The board also reappointed April Love to the Central Fire District and approved two additional Central Fire District appointments (Robert Jackson and Chief Hughes) as described by county staff.

The board approved a request from Election Commissioner Joanne Pearson to move Precinct 302 from Mark Apartments, 711 Lake Harbor Drive, Bridgeland, to Mount Charity Baptist Church, 954 Lake Harbor Drive, Bridgeland, effective Dec. 3, 2025. Pearson told the board there are approximately 2,825 active voters in Precinct 302; the move will not affect voting at Mark Apartments for the November special election prior to the effective date.

On county property and procurement matters, the board accepted a bid/proposal to auction surplus equipment (Thompson Auction), citing the bidder's guarantee and ability to remove equipment; the motion passed on a staff recommendation.

The board approved a modification to the 2025 unfunded road plan to add Spring Creek Road, and voted to close out the State Aid Borrelia Road Overlay Project, authorizing the chair to sign a board order and attached letter releasing the contractor from maintenance. The board also approved county crews performing erosion work that requires access about 25 feet off the county right of way at 119 Sugar Lane to stabilize a bank and pipe.

A grant-modification form for MACWA (Madison Area [name as referenced in packet]) to reallocate state funding was approved after discussion; Supervisor Bridal cast the lone recorded no vote. The board also approved budget amendments and interfund cash transfers, the general claims docket and payroll docket, and acknowledged two billing items to the Department of Corrections for June and July 2025 totaling $1,828.99 and $2,339.11, respectively.

In executive session the board set just compensation for two parcels required for the Bozeman Road phase 2 project. County staff reported the board approved $22,000 for parcel 082I-30-003/03.0000W (Mini J Bozeman Limited Family Trust) and $28,225 for parcel 082I-30-001/17.0000W (Charles Lack). The motion was recorded as made by Supervisor Banks and seconded by Gerald Steen, with votes recorded as all aye.

Other formal motions on the Sept. 15 docket included approval of board minutes from Sept. 2 and a proclamation designating the week of Sept. 17, 2025, as Constitution Week; both motions passed by voice vote. The board adjourned and scheduled the next meeting for Sept. 30 at 9 a.m.
