Custer County commissioners approve staffing change, special event, and equipment sales; executive session called

Custer County commissioners on Sept. 17 voted to convert a contracted child-welfare supervisor to a part‑time county employee, approved a special event permit and two vehicle sales, accepted routine reports and minutes, and then entered an executive session for legal advice under Colorado law.
The Custer County Board of County Commissioners took a series of routine and administrative actions at its Sept. 17 meeting, including personnel, permitting and surplus-property approvals, and then moved into an executive session to receive legal advice.
Contract staffing: The board voted to cancel the contract for a child-welfare/adult-protection supervisor who was contracted from a neighboring county and to hire that person as a part‑time county employee. The board’s motion to convert the contracted supervisor to a part‑time county employee was moved and seconded and received an affirmative voice vote from the commissioners present.
Special event permit: The board approved a special event permit for the Greenhorn Valley Chamber of Commerce for an event planned Oct. 11, 2025, at the San Isabel campground area. Commissioners asked staff to ensure emergency-access contacts and Everbridge/911 coordination with the event organizers.
Sales of county equipment: The board approved selling an unused landfill garbage truck and a 2001 GMC Yukon via a public auction service (Purple Wave). County staff identified the garbage truck as an older Ford Loadmaster that had not been used in several years and said the Yukon had high mileage and rising maintenance costs.
Reports and minutes: The board approved minutes from its Sept. 10 meeting and accepted the treasurer’s and other routine staff reports as presented.
SCEDD dues proposal: Commissioners discussed a proposed dues recalculation for the Southern Colorado Economic Development District based on updated population figures. A motion to approve the proposed dues amount ($1,663.80 for Custer County) was made and seconded; the motion did not pass after recorded negative votes by Commissioner Lucas and Commissioner Candice. Commissioners agreed to follow up with larger member counties (including Fremont and Pueblo) and to revisit the item after additional information.
Executive session: The board voted to convene an executive session to receive legal advice on pending employment litigation pursuant to Colorado Revised Statute 24-6-402(4)(b). The county attorney, the clerk, the BOCC administrator and the HR director were authorized to join the executive session as stated on the motion. The commissioners recessed for the executive session following the vote.
No ordinance adoptions or land‑use decisions were finalized at the meeting beyond the routine administrative approvals listed above.
