Skyler Secard, assistant director of environmental health, said the primary change resolves a local/state mismatch: the county's prior language exempted ear piercing, while the state language allows licensing of those who pierce ears but exempts pre‑sterilized ear‑piercing systems. Secard said the update will "bring us into compliance" with state verbiage and specifically include an exemption for pre‑sterilized ear‑piercing devices.
Board members asked whether the exemption meant ear‑piercing guns would be treated differently and confirmed the change would not broadly expand licensure requirements. After no public comment, the board moved to replace regulation 22‑02 with regulation 25‑01 (Body Art Establishments) and approved the replacement by voice vote.
The change was previously presented in June but the board could not act then for lack of a quorum; this vote finalizes the local update to match state language.
