Commission backs special‑use permit to site manufactured home next to site‑built house; owner to bring structures into compliance

At the Sept. 15 meeting, the Oconee County Planning Commission recommended approval of special‑use application P250150 filed by William Terrell Mulkey to place a manufactured home on a property that already contains a site‑built single‑family house. Staff described the parcel (B 08025 G) as currently zoned AG in the agricultural preservation character area and recommended conditional approval with two conditions: the standard condition and a requirement that the owner bring all structures into compliance before issuance of a building permit for the manufactured home.

Lindsey Cooper, who identified herself as living at 1300 Sam Cooper Road and a family member of the owners, said the manufactured home would allow her parents to live with her so the family can provide care: “We are trying to apply for the special use permit for my parents to live with us so we can help take care of them and stay on the property,” Cooper said. The transcript records that the owner will install a separate septic system for the additional dwelling.

After no other public speakers registered in favor or opposition, the commission approved the special‑use request with the staff condition that all structures be brought into compliance prior to issuance of the manufactured‑home building permit. The motion passed by voice/hand; no roll‑call tally was recorded in the meeting transcript.

The condition requiring structures to be brought into compliance remains a prerequisite to permitting. Materials in the application packet include the recorded plat and a concept plan showing the proposed manufactured‑home location.
