Clayton County approves $53,125 airport ad contract amendment, $711,186 budget amendment and $5,000 personnel supplement

The Clayton County Board of Commissioners on Tuesday approved three financial items: a contract amendment adding advertising and train-wrap work at Hartsfield-Jackson Atlanta International Airport, a FY2025 budget amendment to appropriate $711,186 countywide, and a $5,000 personnel supplement for assistance to the chief operating officer.
Advertisement contract: The board authorized an amendment to Contract No. 24-70 with Clear Channel Outdoor (doing business as Clear Channel Outdoor LLC of Marietta) to add advertising services and train wraps at the airport. County staff presented the amendment as two components: $13,125 for additional advertising periods and $40,000 to add, install and remove train wraps, for a total amendment of $53,125. Funding is available from the communications office general fund. Commissioner questions asked whether an ad creative was finalized and how return-on-investment would be measured. Valerie Fuller, the office of communications representative, told commissioners the airport ad for the baggage-claim monitors has not yet been developed and that the office's airport placements reach a large audience: “We have over 1,800,000 ... people coming through the airport,” Fuller said, and noted prior earned-media success for campaigns promoting county destinations.
Budget amendment: The board approved FY25 Budget Amendment 2-52 to appropriate $711,186 and reduce other expenses across various county accounts. The amendment was presented by county staff as countywide adjustments for FY25.
Personnel supplement: In executive session the board approved a one-time $5,000 supplement to Marcia Davis to provide assistance to the chief operating officer and the clerk's office while the clerk's operations are being restored. The supplement is retroactive to Aug. 19, 2025, and terminates on Dec. 31, 2025 or earlier if the clerk's office is made whole.
Why it matters: The airport advertising amendment is part of a continuing county effort to market Clayton County's destinations and economic development opportunities to the airport's national and international audience. The budget amendment covers multiple countywide appropriations. The personnel supplement is temporary and tied to internal staffing needs in the clerk's office and chief operating officer's office.
