Design panel conditionally approves teardown/rebuild at 8214 Ballona Avenue; requires lowered roofline review

The Baltimore County Design Review Panel on Sept. 10 conditionally approved plans for a teardown and two‑story Kingsport floor‑plan rebuild at 8214 Ballona Avenue, but required the applicant to lower the main roofline and resubmit plans to county planning staff.

Caruso Homes representative Tim Carl presented plans for a 4,100–4,200 square‑foot two‑story home with a three‑car side‑load garage, stone veneer foundation, board‑and‑batten siding and landscaping that the applicant said will retain existing street screening. The project is a teardown and rebuild; the applicant said most existing trees along the Ballona Avenue frontage will be preserved and the driveway alignment will reuse existing paving as much as possible.

David Owens, representing the Rexton Riderwood Association, told the panel the association had distributed plans and received no neighbor objections. Owens suggested the owner consider salvaging demolition materials and modifying a side bump‑out feature; he also remarked that darker exterior color palettes are trending.

Panelists raised concerns about the house’s perceived mass and the dark exterior color in the context of adjacent homes. Fran Anderson moved for conditional approval requiring the developer to adjust the main roofline downward; the motion specified the applicant should return to the Department of Planning with revised plans for administrative review. The motion passed.

Owner comments included an estimate that the proposed dark palette aligns with a recent neighbor renovation and that mature street trees will remain. Panel members requested clearer landscape plans showing existing trees and removals.

The DRP recommendation with the condition will be forwarded to county staff; final permits and code reviews will follow through standard county review channels.
