Board approves cost-share for Powell Road and two Comtech contracts totaling about $7.75 million

The Public Service committee on Sept. 11 approved three Department of Roads items and recommended them to the full Board of Commissioners.
The committee approved a revised cost-share agreement for the rehabilitation of Powell Road (from 30 1/2 Mile to 32 Mile Road) that rescinds a prior agreement and records a 60% township / 40% county split after the community requested additional scope. Department staff described the road as currently gravel and said the updated agreement reflects added community-requested features that increased the construction estimate.
The committee also approved two contracts related to the county’s Comtech traffic operations center. The first is a local agency contract with AECOM Great Lakes Inc. to staff the traffic operations center; the county said the contract is 80% federally funded and 20% local match with a total value of $3,671,913. The second item is a Michigan Department of Transportation agreement for traffic operations center work for fiscal year 2025 with a total value of $4,080,000; the department said this too is 80% federally funded with a 20% local match.
All three items were approved by the committee and the committee vote was recorded as 13–0 in favor of forwarding them for full board action.
Department staff said the cost-share and Comtech staffing contracts reflect previously negotiated scopes and federal funding allocations; the AECOM contract and MDOT agreement are part of annual operations for the traffic operations center.
The committee packet lists the AECOM contract amount ($3,671,913) and the MDOT traffic operations funding ($4,080,000). The Powell Road contract replaces earlier agreements with updated estimated costs and preserves a 60/40 township/county split.
