Sandy Dawes, a Chiniak resident and member of the Chiniak Scribe Board Advisory Committee, told the assembly the issue has persisted since at least 2005 and urged more frequent joint work sessions between the assembly and the school board. Dawes said two students from the Bells Flats area were denied waivers to attend Chiniak this year to avoid crossing the 25‑person threshold, and called on the borough and school district to begin planning for a system upgrade.
