The Surry County Board of Commissioners recorded several formal actions at its Sept. 15 meeting. Key outcomes:
- Surry County Schools needs-based grant: The Board authorized submission of a $62,000,000 application to the North Carolina needs-based public school capital fund and adopted a resolution of support. The county also authorized signatures on the assurance page required by the grant. (Motion made and passed; application due Oct. 3.)
- New River Tire price increase: The Board voted to accept New River Tire’s notice of a contract price increase for scrap-tire collection effective Jan. 1, 2026. County public works director Jessica Montgomery reported the change will raise rates for passenger, dirty and oversized tires; Montgomery said the county’s annual exposure without restored state reimbursements would have been $50,000–$60,000 but that Senate Bill 706 will restore some funding to the scrap-tire program effective Oct. 1. The motion to accept the price increase passed unanimously.
- Manor City Schools: The Board approved use of up to $350,000 in lottery repair-and-renovation funds to replace the press box at Mount Airy/Manor’s stadium. The motion carried 4–1. The school’s foundation pledged about $100,000 toward the project; administrators said the existing structure is a safety concern and the new press box will also be used for videography, marketing, journalism and broadcasting tied to curriculum.
- Yadkin Valley Sewer Authority FEMA/HMGP application: The Board agreed to serve as the applicant/pass-through for a hazard mitigation grant program (HMGP/related FEMA program) on behalf of the Yadkin Valley Sewer Authority to address flood-related risks to the Memorial Park pump station and an effluent pipe. The county manager said the sewer authority would handle paperwork and any required match would be the authority’s responsibility. The motion passed unanimously.
- Appointment to Board of Health: The Board appointed Mitch Williams, engineer for the City of Mount Airy, to the County Board of Health engineering seat. The motion passed unanimously.
- Consent agenda and routine motions: The Board approved the consent agenda (tax department reports; 2026 meeting schedule; corrected project star tax-rate figure; Surry Community College lease renewal; insurance renewals; a DSS/Blue Cross MOU; DSS Energy Assistance overtime request; EMS education agreement; budget amendment No. 4 for Health Department federal software funds; sheriff’s office insurance claims; and petty cash changes). The consent agenda passed unanimously.
Other procedural motions (agenda and minutes approvals, and adjournment into closed session) were approved without recorded dissent.
