Gates County adopts expanded conflict-of-interest policy to comply with ARPA audit guidance

The Gates County Board of Commissioners unanimously adopted a revised conflict-of-interest policy that includes expanded language required for federal Coronavirus State and Local Fiscal Recovery Funds (ARPA) reimbursements.
County Manager Scott Sauer told the board that the county previously used a short-form policy recommended during an earlier ARPA audit but was informed that the long-form policy must be adopted to continue receiving reimbursement. Sauer presented the long-form policy and staff recommended adoption.
A motion to adopt the revised conflict-of-interest policy (with the ARPA-specific language) was moved and seconded. Commissioners approved the policy by a show of hands and directed staff to publish the revised policy and proceed with any related documentation required by the county’s ARPA grant administration and audit records.
The action is administrative and intended to preserve the county’s compliance posture with federal grant requirements.
