Program details and procurement
County community development staff said the program manual bundles the policies and procedures required by the U.S. Department of Housing and Urban Development for CDBG projects. Staff listed approximately 15 policies included in the manual, among them financial management procedures, a citizen participation plan, procurement standards, an anti‑displacement and relocation plan, a Section 3 local jobs initiative plan, fair‑housing and language‑access policies, and temporary relocation guidance.
Staff said the county will reconstruct three owner‑occupied homes and rehabilitate two additional owner‑occupied homes scattered around the county. Contracts for administrative and program services were awarded to Insight Consulting Group and the consultant provided an overview of the project manual and program rules.
Board action and next steps
The board voted to adopt the CDBG program manual and authorizing resolution on staff’s recommendation. Staff said the next steps include implementation under HUD rules and that project contracts and homeowner work will follow the procedures in the approved manual.
