Bladen County approves FY27 transportation grant applications, including vehicle replacement and mobility manager request

The Bladen County Board of Commissioners voted to adopt a resolution authorizing submission of the county's FY2027 public transportation grant applications, including requests for a vehicle replacement, on-board camera systems and operating support, during their regular meeting.
Nancy Thornton, who identified herself as a public contractor for Forest Transportation, told commissioners the county applied for multiple FY2027 grants: a recurring 53 11 grant of $179,964 with a 15% local match (about $26,995); a combined capital request of $231,293 with a 10% county match (about $23,130) that includes a vehicle the county will replace under NCDOT guidelines; an operating request for $50,000; and a $50,000 mobility manager request that carries a 5% county match ($5,000). Thornton said the capital request also includes a vehicle camera system that would provide a live feed when vehicles are on the road, a capability the county does not have now.
Why it matters: the grants would fund vehicle replacement and systems meant to improve safety and service monitoring, and the mobility manager position would focus on planning and coordinating transportation services rather than routine administrative work.
Commissioner Bullock moved to adopt the public transportation program resolution and approve the FY27 local share certification; Commissioner Goodwin seconded. The board approved the motion by voice vote; no roll-call tally was recorded.
Thornton told the board that the $130,000 vehicle ask covers one vehicle, camera-system equipment was estimated at about $75,000, and incidental capital items such as office furniture were included in the capital grant request. She said one of the operating grants (the $50,000 ask) did not require a local match because of cuts to other funding streams. The mobility manager, if funded, would be used for planning and to build local transportation capacity rather than for administrative tasks.
The board did not defer the item; the motion carried and Thornton thanked the commissioners for approving the local share certification.
