Lee County approves FY27 NCDOT Unified Grant application for transit: $1.02 million requested, includes vehicle replacements and mobility management

The Lee County Board of Commissioners on Monday approved the county’s fiscal year 2027 Unified Grant Application to the North Carolina Department of Transportation and the Federal Transit Administration to support the County of Lee Transit System (COLTS).
Application and projects
County staff described three projects included in the application: a 5311 administrative project to support operating and administrative costs and up to three administrative positions; a 5311 combined capital project that would fund vehicle replacements and fleet security/surveillance equipment; and a 5310 mobility management project to add mobility management staff and increase access for elderly and disabled riders.
Staff summarized the project budget as follows: the total FY27 request is $1,017,095 with a total local match of $115,001. The 5311 combined capital request listed in the packet is $592,462 with a local share of $59,247 and would fund replacement of four 20‑foot light transit vehicles with lifts and multi‑component camera systems for fleet vehicles. The 5310 mobility management project request is $158,846 with a local share of $15,885 and would fund a full‑time mobility manager and a part‑time mobility manager. (Packet text contained one large administrative figure that staff read aloud; staff and board treated the packet values as the application amounts.)
Board action
The board voted to waive the county’s usual policy about voting on matters the same night as a public hearing and then approved the grant application and authorized the chairman to sign all supporting documents for the hearing and applications. No public comments were recorded in opposition during the hearing portion of this item.
Next steps
Staff said the application process includes pre‑application, application and contracting/compliance phases; final applications are due October 3, 2025. If awarded, funds may be used for administration, operations, planning and capital consistent with NCDOT and FTA guidance.
