The Onslow County Board of Commissioners approved a conditional rezoning for a 1.57‑acre vacant tract at the intersection of Kelham Loop Road and Ramsey Drive, changing the parcel from R‑5 (residential) to a conditional Community Business district.
County planning staff said the site is at a crossroads consistent with limited neighborhood retail in the Horizon 2040 plan. The rezoning limits the site to the uses and building size shown on the submitted conditional site plan and adds conditions required during review, including standard stormwater and erosion‑control permits and a requirement for a single driveway with an NCDOT permit for access.
The Planning Board unanimously recommended approval on Aug. 7. Planning staff and the petitioner agreed to a condition excluding tobacco and vape shops from permitted uses; that restriction was added at the Planning Board and is memorialized in the conditional rezoning documents.
Josh Edmonson, representing the applicant, told commissioners the proposal targets small‑scale retail and services for nearby residents and that the conditional approach lets the petitioner remove more intensive commercial uses. “We tried to remove some of the more intensive commercial uses, and really mimic the existing development standards,” Edmonson said.
The board voted to approve the conditional rezoning; the audio records the motion carried but individual roll call votes were not specified in the meeting audio. The conditional site plan and any major changes (for example to building size or use to multifamily) would require the petitioner to return for another conditional rezoning hearing.
Planning staff noted that the middle school serving the area is projected over capacity; converting a potential residential site to commercial may reduce future student generation, the staff analysis said.
Applicant materials list the owner as Morton Investments LLC; the petitioner will proceed to technical reviews if the map amendment is filed with the county clerk.
